Heat half of the olive oil in a skillet over medium-high heat. Add the sliced beef and cook until browned, about 6–8 minutes. Remove from the pan and set aside.
In the same pan, add the remaining oil, garlic, shallot, and green onions. Cook for about 1 minute until fragrant.
Add broccoli florets to the pan and cover. Steam for about 5 minutes until slightly tender.
In a small bowl, whisk together water and arrowroot starch until smooth.
In another bowl, mix soy sauce, coconut sugar, ginger, and red pepper flakes. Stir in the arrowroot mixture to create the sauce for this Healthy Beef and Broccoli dish.
Remove the lid from the pan and pour in the sauce. Cook 3–5 minutes until the sauce thickens.
Return the beef to the skillet and toss everything together. Cook for 2–3 minutes until heated through.
Serve warm over brown rice if desired.
