Preheat your oven to 350°F.
In a medium bowl, combine almond flour, cocoa powder, sugar, baking powder, and salt.
Add vanilla extract, almond milk, vegetable oil, and eggs. Whisk until the brownie batter is smooth and fully combined.
Lightly spray an 8x8-inch baking dish with cooking spray.
Pour the almond flour brownie batter into the prepared pan and spread evenly.
Sprinkle mini chocolate chips over the top.
Bake for 25 minutes or until the center is set.
Remove from the oven and let cool for at least 30 minutes before slicing into squares.
Slice into 16 smaller brownies or larger portions if preferred.
