Heat a large pot over medium-high heat. Add ground beef or turkey and cook until browned, about 6 minutes. Break into small pieces and add salt.
Reduce heat to medium and stir in marinara sauce. Fill the empty jar with about 3 cups water and add it to the pot.
Add pasta and stir well to combine.
Bring to a gentle simmer and cook for 15 minutes, stirring frequently.
Add 1 more cup of water and continue cooking until pasta is tender, about 15 more minutes.
Garnish with parmesan and basil if desired. Serve immediately.
